Wish Keeper's are scripted pendants that can repeat a message to one named person. You must use chat commands to name the person, and a chat command to enter the message. Then just touch the wishkeeper and it repeats your message in chat, but only to your named recipient.
Simply touch the pendant to get a list of instructions, or just wear the pendant and enjoy its design.
